House Republicans have successfully passed H.R. 4, the Rescissions Act of 2025, aimed at cutting $9.4 billion in spending deemed unnecessary by President Trump and the Department of Government Efficiency (DOGE). This legislative move was spearheaded by House Republican Conference Chairwoman Lisa McClain from Michigan.
Following the passage of the bill, Chairwoman McClain stated, “Today’s vote sends a clear message: House Republicans are putting American taxpayers first. This $9.4 billion is just the beginning. Americans didn’t send us here to fund insect powder in Madagascar or electric buses in Rwanda. We’re going line by line, rooting out waste, fraud, and abuse, and keeping our promises to the American people.”
The rescinded funds include allocations such as $8,000 for promoting vegan food in Zambia, $500,000 for electric buses in Rwanda, $3 million for an Iraqi version of Sesame Street, and $67,000 for feeding insect powder to children in Madagascar.
H.R. 4 is part of broader fiscal reforms under the One Big Beautiful Bill Act and ties into appropriations processes for Fiscal Year 2026. The act also solidifies cuts identified by DOGE while fulfilling commitments made by President Trump and House Republicans to eliminate wasteful expenditures.
