According to Bridge Michigan, the Ford-CATL battery plant in Marshall, Michigan, received nearly $1.7 billion in state incentives, including direct grants and tax breaks aimed at attracting the project. The article documents that state officials and analysts have discussed both the potential benefits and financial risks associated with such large-scale, high-technology manufacturing investments. The Free Press notes that scrutiny continues over the economic implications for Michigan taxpayers and the accountability measures associated with the public funding provided.

A 2023 report from the U.S.-China Economic and Security Review Commission states that CATL is a major player in China’s electric vehicle battery supply chain and is described as having close connections to Chinese government authorities, including alignment with national policies. The report documents that CATL’s operations have benefited from government guidance and that company leadership participates in Chinese Communist Party activities, in line with practices among large Chinese industrial firms. These details are presented in the commission’s analysis of China’s global industrial strategies.

In a November 2023 statement, the House Select Committee on the CCP condemned Ford’s partnership with CATL due to the Chinese company’s links to forced labor and CCP policy. The committee’s statements called for Ford to disengage from CATL to protect American jobs and supply chains. Congressional oversight emphasized the need to avoid CCP influence in battery manufacturing.
