City of Rochester issued the following announcement on Jan 12.
Pet licenses for dogs and cats already licensed in, or already residing in, the City of Rochester must be licensed by Tuesday, March 1, 2022.
2022 Annual Pet License Due Tuesday, March 1, 2022
Pet licenses for dogs and cats already licensed in, or already residing in, the City of Rochester must be licensed by Tuesday, March 1, 2022. Annual pet licenses are $3 for spayed/neutered pets and $15 for intact pets. If obtained on Wednesday, March 2, 2022 or later, a late penalty charge of $12 will be added for each late license. As always, the late fee will be waived for new residents and new pets throughout the year.
Pet licenses can be obtained in person at City Hall, via postal mail, or the City dropbox on the west side of the building. Please provide your pet license application, an updated copy of the rabies vaccination certificate, and fees payable by cash or check (debit/credit cards are accepted, but incur convenience fees). A postmark date will be honored for pet license applications received by mail, so long as the appropriate fee and rabies vaccination information has been provided. The same is true of dropbox payments received outside of business hours on Tuesday evening.

As always, the late fee will be waived for new residents and new pets throughout the year. Please note that the optional pet park permit which permits you to walk your pet in Rochester parks differs from the required pet license, the pet park permit can be obtained at any time without penalty.
