House Republican Conference Chairwoman Lisa McClain has issued a statement following the U.S. House of Representatives' decision to pass S.J. Res. 31. This resolution aims to overturn the Biden administration’s Major Sources Rule under the Clean Air Act.

The regulation in question mandates that industrial facilities which have once exceeded specific emission thresholds remain permanently subject to stringent regulatory requirements, regardless of whether their emissions decrease below those levels due to improvements or modernization efforts.

Chairwoman McClain expressed her concerns about the rule, stating, “This rule punishes progress. Manufacturers who make their operations more efficient and reduce emissions should be rewarded, not locked into burdensome regulations based on past performance.” She further added, “I’m proud to roll back this rule and ensure businesses have the flexibility to innovate without fear of perpetually being punished.”
